Originally founded as a caroling group by Huey Jin-Soon in 1988, the group usually has about 18 members, split SATB (plus solo and vocal percussion). The Phantoms have performed for numerous Washington D.C. audiences and clients, including the Air Force (Andrews Air Force Base), the Kennedy Center, the US State Department, Former U.S. President Bill Clinton, the White House, Cosmos Club, Platinum Club, Hot 99.5 pop radio station, and others.

Jordan Manekin is the director. Other members include: Milene Candelaresi, Lindsay Van Kirk, Michelle Hamilton, Danielle Villalovos, Holly Bryce, Jordan Manekin, Hisham Ibrahim, Sean Jin, Kevin Bender, Jon Littauer, Ramy Rahal, Gabriel Lebec, and John Tincoff.
