Hoagie Pennywhistle Gilligan, Jr., known by his codename Numbuh Two, is a Kids Next Door operative in Sector V. His aliases are "The Doofus", "The Pilot", and "The Inventor". He designs most of Sector V's two-by-four technology, along with being the sector's official pilot and Technology Officer (Op L.O.C.K.D.O.W.N.). He also partly resembles Klunk of Dastardly and Muttley in their Flying Machines fame.

Numbuh Two frequently cracks bad puns and jokes that no one else (including the students and faculty of Gallagher Elementary, shown in Op. C.L.O.W.N.) finds funny and is criticized for this by Numbuh Five. When he hears others making funny jokes (making everyone laugh), he usually doesn't think of them as funny. His younger brother may tell him some of his bad jokes, as was revealed after Tommy made a bad pun and decided to tell his brother later. He has shown signs of a crush on Numbuh Five's evil teenage sister named Cree. However, whether or not these feelings still exist is debatable, especially after Cree's outing as a bad person in season 2 (Op S.U.P.P.O.R.T., K.I.S.S., S.P.A.C.E.). The Cree issue was also explored in Op S.I.T.T.E.R., which was then revealed to be a dream sequence, and thus open to interpretation. Op V.I.R.U.S. shows Hoagie jealous of Maurice for going with Cree to their Prom dance.

He has a younger brother, Tommy (voiced by Dee Bradley Baker), who often gets on his nerves. This doesn't seem to bother the younger Gilligan, who obviously looks up to Numbuh Two. Tommy went from being Hoagie's little brother, to being an operative (Numbuh T), to becoming "The Tommy", in the course of little over a season. Despite the aggravation, however, the two seem to actually be very close.

Both brothers live with their mother Betty (Op C.L.U.E.S.). The whereabouts of Hoagie Sr. are unknown, although after Op C.A.K.E.D.-F.O.U.R., many believe him to be dead or otherwise missing from the household. Also in this same episode it is shown that Hoagie in particular seemed to have a very close relationship with his father, and seems to miss him tremendously. It is also hinted that Father seems to have known Numbuh 2's father previously, as he speaks to Numbuh 2 about his father in a negative way which infuriates Numbuh 2. The nature of their father's whereabouts and disappearance have yet to be fully addressed and has only been mentioned in C.A.K.E.D.-F.O.U.R. Numbuh Two also has a maternal grandmother, Lydia, who was a villain in Op T.A.P.I.O.C.A. (and also appeared in Op C.L.U.E.S. and Op S.P.A.N.K.E.N.S.T.I.N.E.). Lydia's speech patterns and occasional use of Yiddish have led some to speculate that she (and by the same token, Hoagie and Tommy) is Jewish. Although she seems rather hostile, she has actually come to the aid of the kids from time to time, although seemingly unintentionally. Lydia often forgets Numbuh 2's name, continually mixing him up with Tommy, to which Numbuh 2 often has to correct her with "That's Hoagie".

Numbuh Two likes to eat, especially cheese and chili dogs, and is frequently hungry on his missions and thus is rather overweight. Despite this however, Codename: Kids Next Door has rarely had his build mentioned as an overwhelming negative quality. This is something the show has been praised for, as the stereotype of overweight characters in American animation has been generally somewhat harsh. He wears an aviator's hat (with the number 2 on it), goggles, a blue shirt, light brown pants and black and white sneakers. Although he seldom removes his hat and goggles, he is seen to have messy brown hair. (Op L.I.C.E., Op C.A.K.E.D.-F.I.V.E.)

Numbuh Two is also fond of mysteries and has undertaken the role of a private investigator in Operation: P.I.N.K.-E.Y.E. and has successfully completed detective work in Operation: C.L.U.E.S. Numbuh 2 is also the only KND operative who is aware of young Joey Beetles' (Numbuh 4's baby brother) amazing powers in dodgeball. Numbuh 2 may have a friendly rivalry with another pilot named "The Kid", who rivals his piloting skill in Op D.O.G.F.I.G.H.T.

He has been in an episode with each single operative alone including all of Sector V: Numbuh 1 in Op A.R.C.H.I.V.E., Numbuh 3 in Ops C.L.U.E.S. and S.P.A.N.K.E.N.S.T.I.N.E., Numbuh 4 in Ops T.H.E.-S.H.O.G.U.N., D.O.D.G.E.B.A.L.L., B.U.L.L.I.E.S. and S.A.F.E.T.Y., and Numbuh 5 in Ops R.A.B.B.I.T. and C.L.O.W.N.

He once had an addiction to chocolate sauce. Before he joined the KND, he was a hall monitor, partnered with Joe Balooka.

He declared himself Numbuh 4's best friend in Op F.I.S.H.Y., but in Op Z.E.R.O it is revealed that he was Numbuh One's best friend since kindergarden.

Numbuh Two is voiced by Ben Diskin.
